Japan Carillon Association Rules

Japan Carillon Society Rules

Article 1: This association shall be called the Japan Carillon Association.

Article 2 The Association office shall be located as follows:

6-1-3 Chuo, Itami City, Hyogo Prefecture

Article 3 The Association was established on November 7, 2019, with the objective of accurately grasping the current status of the "carillon" and the circumstances surrounding it, and of being a driver of international exchange and mutual understanding through revitalizing musical and cultural activities through the "carillon," by carrying out activities such as raising awareness and publicizing about the "carillon as a musical instrument" in Japan.

Article 4 The Association shall be composed of members who have the objectives stated in the previous article and who support and carry out the following activities:

(1) Collect information on existing carillons in Japan, such as the era when they were brought to Japan, who cast them, and other information related to the instruments, and provide feedback to share this information with carillon-related parties around the world.

(2) Plan and manage concerts and workshops that utilize existing carillons in Japan, and propose collaborations with other fields.

(3) Serve as a liaison office for exchange between carillon players both in Japan and abroad.

(4) Establish campanology, and propose interactions, information exchanges, and interdisciplinary research with researchers in related academic fields (musicology, history, architecture, soundscape studies, etc.).

(5) To provide expert advice on the recording and maintenance of existing instruments.

(6) Provide advice on the installation of new carillons in Japan.

(7) Support training activities for new carillon performers, composers, and carillon technicians.

Article 5 Members of the Association must agree with the Association’s objectives and pay annual membership fees.

(1) Supporting Member (Corporate): Membership fee: 10,000 yen (one share or more)

(2) Friends' Association Membership (individual): Membership fee: 1,000 yen

(3) Music Professional Membership: Fee: 5,000 yen

*The first term is from April to September, and the second term is from October to March. Those who join in the first term pay 5,000 yen, and those who join in the second term pay 2,500 yen as their first membership fee.

Article 6 Anyone who wishes to become a member must express their intention to join to the Chairman of the Board, provide their name, area of residence, and email address, and obtain approval by more than half of the members at a general meeting or extraordinary general meeting.

Article 7: A member may voluntarily withdraw from the Japan Carillon Society by submitting a notice of withdrawal to the chairman of the board. In addition, a member will be considered to have withdrawn from the Society if any of the following conditions apply to him/her. In addition, after withdrawal or expulsion from the Japan Carillon Society, a member is prohibited from establishing an organization with the same name and carrying out activities, or from otherwise interfering with the activities of the Japan Carillon Society.

(1) When the person dies.

(2) When membership fees have not been paid for more than one year.

(3) In cases where a serious violation of the Association Rules is recognized, the Board of Directors may, after discussion, convene a general meeting or an extraordinary general meeting and, with the approval of more than three-quarters of the members involved in the music industry, excluding the individual in question, decide to expel the individual from the Association.

Article 8: About the Board of Directors

The Board of Directors shall be composed of an odd number of members, one of whom shall be the Chairperson and one of whom shall be the Accountant.

The advisory committee is made up of non-members.

Chairman: Toru Takao, Directors: Naoto Omasa, Mari Norishige, Mari Yoshizawa (accounting), Naomi Hanaoka

Advisors: Luc Rombouts (Belgium) and Hideyon Boden (Netherlands)

The term of office, as resolved at the general meeting, shall be one year. However, reappointment is permitted.

Article 9 The Chairman of the Board of Directors represents and supervises the Association. The Directors assist the Chairman and act in his place in the event of an accident or absence. Revenues and expenditures are reported and approved at the general meeting.

Article 10 Regarding the dismissal of a board member, if a board member is deemed unable to perform his/her duties due to mental or physical disability, or if he/she is deemed to have violated the association rules or acted against the purpose of the association, an extraordinary general meeting may be held to dismiss him/her.

Article 11 The assets of this Association shall consist of the following:

The Association's assets will be used for the purpose of achieving the objectives set out in Article 3, and their use will be determined solely by a resolution of the Board of Directors.

Article 12 General Meeting

A. The general meeting of the Association shall be composed of members from the music industry and shall be held at least once a year, except that extraordinary meetings may be held when necessary.

B. The General Assembly shall decide on the following matters:

(1) Changes to the rules of the association (2) Dissolution (3) Activity reports and income/expense reports/approvals (4) Appointment or dismissal of officers (5) Other important matters related to the operation of the association

C. A general meeting shall be in effect with the attendance of at least three-quarters of all members involved in the music industry.

D. Unless otherwise specified, resolutions shall be passed by majority vote of those attending the General Meeting.

Article 13 Minutes of the general meeting shall be prepared.

Article 14 The Association’s fiscal year begins on April 1st and ends on March 31st of the following year.

Article 15 This organization will be dissolved under the following circumstances:

(1) Resolution of the general meeting (2) Absence of a member

*If the association is to be dissolved by a resolution at the general meeting, the consent of more than three-quarters of the participants must be obtained.

Article 16 Any matters not provided for in these rules shall be decided separately by the Chairman of the Board following a resolution at the General Meeting.

Article 17 These rules cannot be changed without the approval of the General Meeting.

Article 18 The Japan Carillon Association is a group of members who, based on the principle of volunteerism, understand the joy and value of carillon music through carillon music and activities, and who wish to convey this to generations to come. The Japan Carillon Association does not limit personal activities, but the principle is that activities conducted in the name of the Japan Carillon Association, in particular, should directly or indirectly benefit all members. When discussing among members of the Japan Carillon Association or negotiating with outside parties on behalf of the Japan Carillon Association, not only will we not use violence, but we will also avoid language or behavior that is offensive, uneasy, degrading, critical, coercive, or disrespectful, and we will make every effort to interact with third parties in a peaceful and friendly manner that emphasizes respect, understanding, cooperation, and common sense.

Supplementary Provisions: These rules shall come into effect on March 1, 2025.
