Association of Carillon Art in Japan

 Statutes

 

Article 1 (Name)
The organization is named “Association of Carillon Art in Japan.”

 

Article 2 (Purpose)
The Association, as a nonprofit voluntary association, is dedicated to the promotion and advancement of carillon music and the carillon instrument. Its purposes shall be carried out through the following activities:

 

- Advancing the art, literature, and science of the carillon

- Providing educational opportunities and disseminating information to improve the proficiency of carillonneurs

- Organizing concerts, workshops, and conferences to foster cultural exchange

- Collecting, publishing, and sharing materials and research related to the carillon

- Collaborating with international carillon organizations to strengthen global connections

- Contributing to local communities through cultural and educational initiatives

- Promoting carillon education and nurturing future generations of carillonneurs

- Encouraging and supporting academic research related to the carillon

 

Article 3 (Office)
The office is located at 6-1-3 Chuo, Itami, Hyogo. It may be relocated within Japan by decision of the Board.

  

Article 4 (Foundation & Duration)
The Association was founded on November 7, 2019, and shall exist indefinitely.

  

Article 5 (Members)
The Association consists of members of the following categories:

  1. Regular Members: Individuals who support the purposes of the Association and whose membership has been approved in accordance with Article 1 of the Bylaws. Regular Members may attend the General Assembly and hold voting rights.

  2. Corporate Members: Corporations which support the purposes of the Association and whose membership has been approved in accordance with Article 1 of the Bylaws. By paying the annual membership fee, they support the activities of the Association but do not hold voting rights.

Supporting Members: Individuals who support the purposes of the Association and whose membership has been approved in accordance with Article 1 of the Bylaws. By paying the annual membership fee, they support the activities of the Association but do not hold voting rights.

 

The Association shall consist of at least three Regular Members.

 

Article 6 (Composition of the Board and External Advisors)
The Board shall consist of an odd number of members, including the Representative Director and the Treasurer. The term of office for members shall be three years, with reappointment permitted.
Members shall be elected by majority vote at the General Assembly, and dismissal shall likewise be decided by majority vote of the General Assembly.
The Board may appoint external advisors, who shall not be considered members of the Board. External advisors shall provide specialized advice on the protection and maintenance of the carillon upon request of the Board. The term of office for external advisors shall be one year, with reappointment permitted.
 

Article 7 (Authority and Operation of the Board)
The Board shall carry out the duties necessary to achieve the purposes of the Association, including administration, finance, and activity planning.
The Board may be convened as needed outside the General Assembly, and resolutions shall be decided by a majority of the members present.

 

Article 8 (Representative Director)
The Representative Director shall represent the Association and preside over the Board. In the absence of the Representative Director, a deputy shall be elected from among the Board members.

 

Article 9 (Fiscal Year and Budget Approval)

 The fiscal year of the Association shall align with the Japanese fiscal year, beginning on April 1 and ending on March 31 of the following year. The budget shall be deliberated at the General Assembly held at the end of the fiscal year and approved together with the activity plan for the following year.

 

Article 10 (Dissolution)
The Association shall be dissolved by resolution of the General Assembly with the approval of at least three-fourths of the regular members, or by lack of membership.

 

Article 11 (Principles and Prevention of Conflict of Interest)
The Association, based on the spirit of volunteerism, aims to understand and share the joy and value of carillon music, and to preserve this culture across generations.
Members shall avoid violence and inappropriate behavior, and place emphasis on respect, understanding, and cooperation.
Board members and the other members shall not use the name or title of the Association for private purposes without permission of the Board.

 

Article 12 (Effective Date and Language Priority)
These statutes take effect upon approval by the inaugural General Assembly, and the revised version is effective from January 1, 2026.
The official version of these statutes is in Japanese. The English version is provided as a translation for reference.

 

 Bylaws

 

Article 1 (Admission)

Applicants for any category of membership shall submit their name, address, and e‑mail address to the Representative. Admission requires approval by a majority vote at the General Assembly or an Extraordinary General Assembly.

 

Article 2 (Membership Fees)

  • Corporate Members: JPY 10,000 per year

  • Regular Members: JPY 5,000 per year

  • Supporting Members: JPY 1,000 per year Membership fees shall be paid within two months after the beginning of each fiscal year.

 

Article 3 (Loss of Membership) Membership shall be lost upon death, non-payment of membership fees for more than one year, or serious violation of the Association’s regulations. Expulsion requires approval by at least two-thirds of the General Assembly, and the member concerned shall be given an opportunity to explain. After withdrawal or expulsion, the use of the Association’s name for disruptive activities is strictly prohibited.

 

 Article 4 (General Assembly)

The General Assembly shall be held at least once a year to deliberate and decide on matters such as amendments to the Statutes and Bylaws, dissolution, activity reports, election of Board Members, and approval of the budget. The General Assembly shall be valid with attendance of at least three-fourths of the Regular Members, and resolutions shall be adopted by a majority vote. Notice of the General Assembly shall be given at least 30 days prior to the meeting, by e-mail or postal mail.

 

 Article 5 (Extraordinary General Assembly)

An Extraordinary General Assembly may be convened upon request of the Board or upon petition by at least one-third of the Regular Members.

  

Article 6 (Minutes)

The minutes of the General Assembly shall be drafted by the Representative Director or a Board Member, and shall be approved and circulated by the Representative Director.

 

Article 7 (Unspecified Matters)

Matters not stipulated in the these Statutes or Bylaws shall be decided by the Representative Director and approved by the General Assembly.

 

Article 8 (Amendments to the Statutes and Bylaws)

Any amendment to these Statutes or Bylaws shall require the approval of the General Assembly.

Association of Carillon Art in Japan is an organization based on a volunteer spirit. We are always looking for members from the music industry who are interested in participating in carillon activities with us, and supporters who are music lovers.
